AI chatbots are proving to be “unreliable and clearly biased” when providing election recommendations, the Dutch data protection authority (AP) has stated, raising alarms about a potential threat to democratic processes just over a week before national elections.
Testing Reveals Repeated Partiality in AI Suggestions
The quartet of AI assistants tested by the AP “often end up with the same two parties”, irrespective of the user’s question or command, the watchdog noted in a report released ahead of the 29 October election.
In more than half of the cases, the chatbot suggested either the far-right Freedom party (PVV) of the politician Geert Wilders or the progressive GroenLinks-PvdA headed by the ex-EU commissioner Frans Timmermans.
Some parties, such as the centre-right CDA, “are almost never mentioned”, despite the fact that the user’s input precisely aligns with the stances of these parties, the study pointed out.
Authority Figure Cautions Against Relying on AI Assistants for Election Advice
The deputy head of the data protection agency, Monique Verdier, stated that while AI assistants appear to be smart resources, “for election guidance, they repeatedly fall short”. Voters were being pushed toward a political group that did not necessarily align with their ideological beliefs, she added.
“This directly impacts a fundamental pillar of democracy: the integrity of free and fair elections,” Verdier stated. “We therefore warn against using AI chatbots for election recommendations, as their functioning is opaque and difficult to verify.”
Election Context and Party Dynamics
The Dutch head to the polls on October 29 in an election that will be closely watched across the continent for the showing of the PVV.
The far-right party of Geert Wilders is ahead in surveys but the gap to the left-wing and centre-right parties seems to be closing, with numerous electors still undecided.
All major parties have rejected a coalition with the PVV, meaning the runner-up party is highly probable to provide the next prime minister.
Unintentional Bias Attributed to Chatbot Functioning
The AP emphasised that the bots were not deliberately biased, and that their “identified shortcomings” are a consequence of the manner in which AI assistants function.
